Why Is There No Alaska Lottery?
Although a few attempts have been made in recent years, Alaska is one of 7 states in the United States that still do not have a lottery.
Alaska Lottery Legislation
In 2005 and 2006, several attempts to create a limited state video lottery were made in the through initiative petition. The following were introduced:
- 05LOTT – “An Initiative to create a new State of Alaska video lottery law.”
- 05LOT2 – “An Act providing for limited gaming facilities by creating a new State of Alaska video lottery law.”
- 05LOT3 – “An Act providing for limited gaming facilities by creating a new State of Alaska video lottery law.”
- 06LOT4 – “An Act providing for limited gaming facilities by creating a new State of Alaska video lottery law.”
All of these were rejected due to the fact the proposed legislation failed to meet state constitutional requirements for the initiative proposal.
In contrast to the other attempts, one initiative did make its way to the ballot in 2005 to create a lottery gaming commission. The initiative read:
“Ballot Measure No. 1 – 05GAM2
This initiative would create a seven-member gaming commission in the state Department of Revenue, and change gaming laws. The commission would employ a director, make contracts, adopt regulations, investigate and enforce gaming laws. The commission would have authority to allow games of chance, such as lotteries and casino games, in he future. It could join other states in multi-state gaming. The director would supervise gaming activities, and enforce charitable gaming laws. The initiative would make certain acts related to gaming a felony. Gaming allowed by the new law would be exempted from the criminal prohibition against gaming. Should this initiative become law?”
Unfortunately, this proposal was defeated by a vote of 73,463 for to 116,670 against.
How To Create A Lottery In Alaska
The laws in Alaska allow for the citizens to propose laws through the initiative process. If you are a citizen of Alaska and you are interested in creating an initiative to create an Alaska Lottery or Alaska Lottery Commission you have the right to do so. The website of the State of Alaska Division of Elections had put together information on how you can create an initiative and try to bring a lottery to Alaska.
In the meantime, you may have to go to the Yukon Territory or British Columbia in Canada to play the Canadian National Lottery which has tax free jackpots (although if you live in the United States, the IRS considers it income and you will have to pay taxes to the US Treasury).
